Why is it So Hard to Go Back to the Moon?, by Mark R Whittington

Gene Cernan, the last man to walk on the moon, departed from the lunar surface on December 14, 1972. The last words he spoke, officially, were, “And, as we leave the Moon at Taurus-Littrow, we leave as we came and, God willing, as we shall return: with peace and hope for all mankind. Godspeed the crew of Apollo 17." Decades later, despite the efforts of two American presidents, human beings have not returned to the moon. Why Earth’s nearest neighbor remains untouched by human footsteps after so long remains one of the vexing questions of modern times. Mark R. Whittington, the author of the Children of Apollo trilogy and The Last Moonwalker and Other Stories, attempts to answer this question in his new long essay Why is it so Hard to Go Back to the Moon? The answer involves failures of leadership of multiple American presidents as well as political intrigue and backstabbing that shortened the Apollo program and left two return to the Moon programs stillborn. More important, Whittington seeks to set out a political blue print, learning from mistakes of the past, for setting course back to the Moon. Why is it so Hard to Go Back to the Moon is not a typical future in space book. The author does not delve into technical designs for lunar voyages. Instead he looks at the much harder than rocket science art of politics in relation to returning to the Moon. Why is it so Hard to Go Back to the Moon? is a must read for anyone interested in influencing future space policy or who are just interested in learning about the intersection between space exploration and politics.

Good summary of recent history, same old conclusions
By Jeffrey L. Smith, PE
As an aerospace engineer, I want to go back to the moon as much as anyone, but this essay doesn't describe a plausible way for that to happen. The first half is a good summary of the past decade of space policy while briefly touching on older space history moments. For those who are new to space policy discussions, this is can bring you up to speed pretty quickly.

The book starts to lose its footing when transitions from history to its ultimate purpose: describing why America should return to the moon. The moon is set out as the goal, but sadly, that goal is not well supported in this essay.

The author explains how president after president has failed to recreate Kennedy's magic. After laying out the case that Presidential support hasn't been able to capture the public imagination, instead of making a case for a new approach the author then goes back to the old standby: have the next President capture the public imagination. (An alternative reason(s) might involve NSF, a science led program, a congressionally led coalition, a foreign policy led initiative, an industry/development coalition, a security reason or ANYTHING else, but none is given here.)

While this hasn't worked for any president since Kennedy, if the next president just talks more about the space program this time and reiterates all of the same science and spinoff rhetoric, this time will be different. I don't know how much time a President should spend on something that is 0.4% of the federal budget, but my guess is that it should be about 0.4% of his time - one speech per year is all one should expect.

The author also suggests that speeches about space and outreach through social media will have a different result than the current NASA speeches and social media outreach currently does.

This essay can be summarized just like hundreds of other space essays: 1) America went to the moon, 2) the author wants America to go back, 3) the next President should make this his/her top priority.
